Ho Chi Minh City is actively promoting construction material management solutions, diversifying supply chains, and fostering the adoption of alternative materials to fulfill infrastructure development demands in the upcoming period. Among these strategies, construction waste recycling is identified as a pivotal approach to alleviating environmental pressures and optimizing resource utilization efficiency.

According to Official Document No. 4180/UBND-ĐT dated May 20, 2026, issued by the Ho Chi Minh City People’s Committee regarding the management of construction materials and alternative solutions for natural sand, the municipal leadership has allocated several key responsibilities to relevant departments, agencies, associations, and units to ensure the material supply for key projects within the city.

In particular, the Chairman of the Ho Chi Minh City People’s Committee has directed the Saigon Construction and Building Materials Association (SACA) to expeditiously formulate a project for construction waste recycling within Ho Chi Minh City. This proposal is to be submitted to the Department of Construction within May 2026, which will then preside over and collaborate with relevant entities to gather feedback, refine the master plan, and submit it to the People’s Committee for consideration.

This directive is introduced as Ho Chi Minh City confronts numerous challenges concerning the supply of construction materials, particularly natural sand earmarked for large-scale infrastructure and construction projects. Coupled with the mandate for sustainable urban development, the recycling and reuse of construction and demolition debris are deemed critical solutions to mitigating dependence on exploited natural resources, reducing landfill waste volumes, and establishing a circular economy framework within the construction sector.

In addition to the mandate assigned to SACA, the Ho Chi Minh City People’s Committee has tasked the Department of Natural Resources and Environment with researching solutions for the extraction and utilization of sea sand as a substitute for natural sand, alongside reviewing options to expand quarry capacities to increase the supply of crushed sand. Concurrently, the Department of Construction is directed to closely monitor building material market dynamics, publish periodic price indices, and establish regulatory mechanisms aligned with the city’s development demands.

Previously, the Ho Chi Minh City Party Committee had also requested that relevant entities focus on guaranteeing the building material supply for key projects, designating this as a core political mission for 2026. The city simultaneously emphasized the imperative to proactively research new and alternative materials, while enhancing the efficient extraction and utilization of existing resources to serve urban infrastructure development.

Experts evaluate that, if implemented synchronously, the construction waste recycling project will not only contribute to effectively processing the expanding volume of generated waste in Ho Chi Minh City but also unlock growth potential for the recycled materials market. Ultimately, this will pave the way for a green growth model and ensure the long-term sustainable development of the city’s construction sector
