In execution of the directive from the Ho Chi Minh City People’s Committee regarding the formulation of a project for construction waste recycling within the city, the Saigon Construction and Building Materials Association (SACA) has established a 12-member implementation council. Comprising association leaders, industry experts, scientists, and representatives from leading enterprises, the council aims to advance management, recycling, and reuse solutions for construction waste towards sustainable development.
Pursuant to Official Document No. 4180/UBND-ĐT dated May 20, 2026, issued by the Ho Chi Minh City People’s Committee on construction material management and alternative solutions for natural sand—which tasked SACA with the expeditious formulation of a construction waste recycling project within the city—SACA has initiated the preparatory steps to fulfill its assigned mandate.
Accordingly, the Association has issued Decision No. 235/QĐ-SACA on the establishment of the Implementation Council for the Ho Chi Minh City Construction Waste Recycling Project. The 12 council members include association executives, experts, academics, and corporate representatives operating in the fields of construction, building materials, sustainable development, and the circular economy.
The Council is chaired by Mr. Dinh Hong Ky, Chairman of the Saigon Construction and Building Materials Association (SACA) and Chairman of the Board of Directors of Secoin Joint Stock Company. Dr. Phan Huu Duy Quoc, Vice Chairman of the Association and Chairman of the Board of Directors of Construction Joint Stock Company No. 1 (CC1), serves as the Vice Chairman of the Council.
The council’s composition also brings together numerous experts and representatives from universities, research institutes, regulatory bodies, and major industry enterprises. This structure is designed to establish a collaborative bridge connecting state management, academia, and the business community throughout the formulation and implementation of the project.
The establishment of the Council is regarded as a critical milestone in the process of operationalizing the city’s circular economy agenda, while concurrently addressing the practical demands of Ho Chi Minh City in managing, treating, and reusing construction and demolition waste.
According to the establishment decision, the Council is mandated to provide advisory support, strategic orientation, and implementation guidance for the Project. It is tasked with researching and proposing technological solutions, policy mechanisms, and execution models that align with both sustainable development goals and the city’s actual conditions.
Furthermore, the Council will engage in professional peer reviews and organize research activities, field surveys, seminars, workshops, partnership promotions, and communication campaigns to support the project’s implementation phase.
Concurrently, the Council will collaborate with the Ho Chi Minh City Department of Construction and other relevant authorities during the formulation, refinement, and rollout of the Project in compliance with the directives of the Municipal People’s Committee. This collaborative effort aims to accelerate effective and sustainable construction waste management and recycling solutions that harmonize with the city’s urban development trajectory.
